Recruiting Slowdown... What do you do?

I am not talking about hiring freeze which is a dumb idea......thats for later.
Okay, The economy is slow and you are not hiring or you have just slow down? What you do .. the first thing that comes to mind is that its a good time to build future pipeline. Its a great time to network with candidate, make relationships, jump into the world of social media or networking , look at the many sites you always wanted to dig deeper, work more on your ATS, above all may now you have the time to oragnize your outlook folders and clean up all the emails.
What more can you do?
Get connected with the candidates, brand yourself- it really helps. You will see a increased number of candidates reaching you out instead of you trying to find them.
How do you do it?
Social Networking
Setup a company page on social networking site like Facebook or create a group in Linkedin. Before doing that make sure you have your profile is 100% complete. As our employees to connect with you;get into discussions, you can include your company events, pictures,diversity events,videos and other fun things that happens. Make a contest , announcement , co. news etc.
Blogs
Start reading blogs in the industry , learn what they talking about. May be start your own blog- find your niche and talk about it. Stick to it ; I love politics and am a constant news buzz and love to rant about it but thats not my niche, so I stick to recruiting/sourcing or HR issues. Make sure you constantly update them regulary.
Training
Go back to basics, create & develop more training programs and use webinar to train your recruiters (instead of flying them in), change job profile, make them learn what sourcing is about, find out your weakness and promote job rotational programs like recruiters joining as sourcers or vice versa.
Video
Work with your marketing team/SEO in creating promotional videos.
Create work at KPMG , Onday life at your co videos. create videos for your different product line or video about other department so that emmployees can learn. Here's KPMG Campus recruiting videos

I have been out of a job for a while and looking on my own and have had no luck... i feel that my only option is to go to a recruiter, does anyone have any suggestions as to where i should go?

If you tried enough with the job baords - check out linkedin.com and other professional and social netowrks. Network with corporate recruiters/headhunters/hiring managers.. anyone you think could help you.
There are more than 120k recruiters in linkedin.. give it a shot or shoot me email with your profile and I can help you target your search.
There's no doubt that recruiters are there to earn money but they only earn it when you get hired.
